Regulatory Context

What The Regulations Require

Landlords of privately rented homes in England carry several safety duties. The Gas Safety (Installation and Use) Regulations 1998 require gas appliances, flues and pipework to be kept safe, with a check by a Gas Safe registered engineer typically carried out every 12 months and a record kept and provided to tenants. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require the fixed electrical installation to be inspected and tested at least every five years, with the EICR supplied to tenants and, on request, the local authority. The Smoke and Carbon Monoxide Alarm (England) Regulations 2015, as amended, set out alarm requirements, and for communal areas the Regulatory Reform (Fire Safety) Order 2005 and the Fire Safety (England) Regulations 2022 can add further duties, including fire door checks in some multi-occupied residential buildings. Requirements differ in Wales, Scotland and Northern Ireland. This is general information, not legal advice.

The Challenge

Where Compliance Breaks Down

The recurring pain points teams in this space run into without a single system of record.

Expiry dates live in someone's head

Gas and electrical certificates fall due on different dates for every property, and a missed date is easy to overlook when it is only tracked in a spreadsheet or a diary.

Certificates are scattered

Copies sit in email inboxes, contractor portals and paper files, so finding the current certificate for a property means chasing several people.

Proving what was done and when

A local authority, tenant or insurer may ask for evidence that checks were carried out and that copies were provided. Reconstructing that history after the fact is slow.

Portfolio-wide visibility

Agents managing many landlords and properties need to see which checks are due or overdue without opening each property record one by one.

How Baselign Helps

Everything You Need, In One Platform

From day-to-day job management through to compliance, training and billing.

Work Orders

Set up recurring work orders for annual gas safety checks, five-yearly electrical inspections and alarm checks. Each new work order copies the client, site, forms and assets, and Overdue badges show what has slipped.

Forms & Inspections

Build alarm, fire door and general safety check forms with required fields, photos, signature capture and notes, and export each submission as PDF or CSV.

Asset Management

Keep boilers, consumer units, alarms and fire doors as assets against each property, with photos, documents and a history of location and assignment changes. Custom fields can hold a certificate expiry date.

Client & Site Management

Hold each landlord as a client and each property as a site, with GPS location, site contacts, notes and documents such as the latest certificate.

Client Access

Landlords get their own dashboard login to see their work orders, view and download completed forms and export reports, without emailing the office.

Team Documents & Training

Record team members' qualification and registration documents with an optional compliance flag and expiry date. A Compliant or Non-compliant badge shows where each one stands, and the team is notified when a document has expired.

AI Automation

Built to order for Enterprise teams: warns you ahead of certificate expiry dates and flags failed checks, shaped around how your portfolio books renewals.

Client Billing

Built to order for Enterprise teams: turns completed compliance visits into invoices for landlords and managing agents, shaped around how you charge.

In Practice

A Typical Workflow

1

A recurring work order is set up for each property's annual gas safety check, with the site and boiler assets attached.

2

The engineer completes the check form on a phone or tablet on-site, adding photos and a signature, even without signal.

3

The submitted record is exported as a PDF, and the certificate is stored against the property alongside its expiry date.

4

The landlord views the completed record in their client dashboard, and the next recurring work order is created for the following cycle.
